William Gilles is both an academic and a pratictionneer in Data Law, eGovernment and Open Government.
Doctor of Law, he is a tenured
Associate Professor at the University Paris 1 Panthéon-Sorbonne, where he is the
Director of the Master's degree in Digital Law (public law course), and the
Director of the Master's degree in Data Law, eGovernment and Open government, with Irène Bouhadana.
He is a
member of the Sorbonne Legal Research Institute (Institut de Recherche juridique de la Sorbone - IRJS).
He is the
President of IMODEV, an international network aiming at improving public policies in a Digital age (www.imodev.org).
With Irène Bouhadana,
he created in 2016 the Academic days on Open government and Digital Issues. During the event, Irène Bouhadana and William Gilles proclaimed
10 principles for an effective open government. From their international experience (Europe, Africa, North and South America) came the need to work on the effectiveness of both open governments and the law, having regularly noted the differences between the affirmation of principles and their implementation.

The
Academic days on Open Government and Digital Issues are organized every year in Paris, with sessions in English and French. In 2022, there was more than 100 speakers coming from 42 countries.

William Gilles is the
founder and editor of two international academic journals(both accessible at ojs.imodev.org):
- The International Journal of Open Governments / la Revue internationale des gouvernements ouverts
- The International Journal of Digital and Data Law / la Revue internationale de droit des données et du numérique
William Gilles is also an
Attorney at Law at the Paris Bar Association, and a
professional mediator accredited by the French national mediation center for attorneys. He is a
former jurist in the legal department of the French Constitutional Council (Conseil constitutionnel).
