Ms Qinisile Delwa obtained a Bachelor in Political Science from the University of KwaZulu Natal (formely known as University of Durban Westville) in 2002 and subsequently a Honours in International Relations from the University of Pretoria (2006). She has an advanced certificate in Managing Global Governance from the German Development Institute obtained in 2007.

During her training in Germany, she made a contribution in a book titled: Africa Yearbook: Politics, Economy and Society of the Sahara in 2006, edited by Andreas Mehler, Henning Melber and Klaas van Walraven , published in 2007. She has also written a number of articles and papers in the field of International Relations and is currently studying towards a Masters in Diplomatic Studies at the University of Pretoria.

Ms Delwa’s interdisciplinary background has formed the foundation for her varied experience in international relations, programme management, public policy and inter-sectoral coordination. Over the past seven 14 years, she has been extensively involved in international projects which have drawn from her project management and stakeholder management kills. Her strongest asset lies in her scope of experience, in terms of managing challenging government’s international projects. She is highly skilled in managing multiple relationships with a diverse set of national and international stakeholders and has exceptionally strong research and writing skills.

She served a Director International Exchanges and Special Projects in the Department of Public Service and Administration responsible for managing in the following areas: coordination and implementation of DPSA International Cooperation Agreements, the dpsa’s international exchange programme on governance and public administration.

In September 2009 until April 2010, Ms Delwa was seconded as part of the DPSA team to support the establishment of the Department of Women, Children and Persons with Disabilities. In this assignment she was responsible for providing technical support in strategy development, strategic planning and systems development for the various components of the department, particularly the inter-sectoral coordination branch.

In November 2012, Ms Delwa was seconded to serve as the Executive Head: Office of the Deputy Minister for Public Service and Administration. In this role she was responsible for the overall strategic management of the Office of the Deputy Minister including managing the Open Government Partnership initiative in SA.

Since 1 June 2015, Ms Delwa is the Chief Director: International Cooperation Programme within the Department of Public Service and Administration where she oversees the implementation of the International relations programmes for the Department.
