Fiscal Openness Working Group
Members of the Fiscal Openness Working Group (FOWG) will share with the audience an update about their fiscal transparency commitments; special attention will be devoted to the engagements that involve public participation. IBP will provide an update of the main findings of the Open Budget Survey 2015. GIFT will provide an update about the peer learning and technical support it has been providing, particularly: analysis of the fiscal transparency commitments at OGP, the open fiscal data package and the public participation principles.

Back to Basics: A Look at the Realities of the OGP Principles
This session will take a look at how the principles of OGP fit into the bigger picture of reform and development in participating countries. It will be a dynamic talk show discussion among three government representatives and two members of civil society moderated by the World Bank. Each panelist will be given one of the following questions to respond to: (1) Do countries interpret the OGP principles differently depending on their domestic context? (2) How do you see the principles of OGP playing out in your national processes? (3) How do the OGP principles influence policy and open debate?

Advancing the Open Government Reform Agenda: Challenges and Solutions
Advancing the OGP and its participation has been slower in Asia-Pacific region than that of other region. This session will explore the opportunities and challenges for broadening the base of OGP in Asia and the Pacific. Government and civil society leaders will identify and address whether or no OGP fits in the regional approach to governance and what are some of the challenges and explore the Eastern solutions to improving governance. Identifying what works and what does not work at both the subnational and national levels.

Permanent Consultation Forums: Fostering a Multi-Stakeholder Partnership to Advance Participation, Innovation and Accountability in OGP
This session has the objective of letting the audience to learn how OGP-member countries have used Permanent Consultation Forums to strengthen multi-stakeholder engagement and to promote innovation and accountability throughout the 2-year National Action Plan cycle. By the end of this session participants will have: identified how Permanent Consultation Forums can help build a true multi-stakeholder partnership and foster innovation in Action Plan Commitments; become acquainted with country-cases where Permanent Multi-Stakeholder Consultation Forums have been successfully implemented; acquired guidance on good practices related to consultation during implementation and Permanent Multi-Stakeholder Consultation Forums; and identified concrete ideas or action-items related to the content of the session that could be implemented in participants’ national OGP process.
