Access to Information as a Critical Link to Fulfilling National OGP Commitments

Access to information (ATI) is a fundamental right and a critical element for participation, voice, and accountability. It is crucial in addressing the most pressing social needs, solving public problems, improving the effectiveness of government institutions, and allowing citizens to help set priorities and monitor government action. Increasing transparency and access to information is at the core of the Open Government Partnership (OGP) values and principles; and passage of ATI legislation is included as one of the four main eligibility criteria for joining the OGP. While many OGP countries have developed national actions plans which include a series of commitments related to areas such as improved service delivery, fiscal transparency, asset disclosure, e-government, infrastructure, improved public service, in some cases, the country national action plans do not include specific commitments for continued advancement of the right of access to information or the ATI obligations that have been made are not effectively connected to other OGP commitments.
