The session will begin with an introduction and presentation of the Open Government Index 2015 and its conceptual framework. Following this, a diverse panel of three speakers will engage in a discussion centered around three topics: 1) the demand for the creation of a comprehensive and coherent set of open government performance indicators based on the perceptions and experiences of citizens; 2) identifying the ways in which these indicators can be used to inform policy dialogue and assessments, and evaluate progress to meet SDG goals; and 3) to foster a productive discussion of the strengths and limitations of these types of indicators in general and the Open Government Index in particular.
